Regulation for moving of pets from Thailand into EU and Non EU-country.
In the European Union (EU) many countries are rabies free and there is a tremendous effort to control and eradicate the disease. Therefore, companion animal travel has been subject to strict laws and regulations.This is meant to avoid spreading or re-introducing the disease
Requirements for pet movement from Thailand
Entry into European Union (EU) countries
IDENTIFICATION
• The animal shall be identified by an electronic identification system (transponder) or by a clearly readable tattoo applied before 3 July 2011, of which the alpha-numeric code corresponds to the one documented in the passport (a transponder is required for movements to the UK, Malta and Ireland)
VALID RABIES VACCINATION
•The Regulation of the third countries such as Thailand where the rabies situation is considered to be satisfactory are listed. Pet animals arriving from these countries must have effective vaccination to rabies ( valid rabies vaccination in accordance with the recommendations of the manufactor of the vaccine )
SEROLOGICAL TEST (BLOOD TEST)
• A blood sample taken at least 30 days after it was vaccinated and three months before movement need a positive result (titre >0.5 IU/ml) by an approved lab. (The titration must be carried out in a laboratory approved by the European Commission on a blood sample taken at least one month after the vaccination and three months before the movement of the animal.)
The test needs not to be renewed on a pet animal which has been revaccinated at regular intervals prescribed by the vaccine producing laboratory. Animals coming from Thailand must be accompanied by a certificate issued by an official veterinarian or a passport in the case of reintroduction, certifying that the health rules of this Regulation have been complied with.
After you have rabies titer test certification, The dog or cat may not enter to EU countries until 3 calendar months have passed from the date that the blood sample which gave a satisfactory test result was taken.
For Finland, Ireland, Malta and the United Kingdom:
Dogs must be treated against the tapeworm Echinococcus in accordance with Commission Delegated Regulation (EU) No 1152/2011, as follows:
the treatment shall be administered by a veterinarian within a period of not more than 120 hours and not less than 24 hours before the time of scheduled entry; the treatment shall be certified by the administering veterinarian in the relevant section of the passport.

Additional requirements
Before leaving from Thailand, you have to apply papers : Export permit and health certificate from the Animal Quarantine Station 2 to 3 days prior to departure. You need to bring your pet, the vaccination book and a copy, your passport and a copy, the Rabies test result. This document you need to fill in completely with a stamp and signature of the Thai Animal Quarantine Station.
